With the Presidential Decree numbered 5251 and dated 2 March 2022, which was published and came into force on 3 March 2022, new fundamentals to be applied to export of agricultural products from Ukraine were introduced. Purpose of the Decree could be summarized as preventing interruptions in export from Ukraine that could arise as a result of the war as much as possible and to meet Turkey's need to Ukrainian products.
In accordance with the newly introduced regulations, certificates to be issued by Ukrainian authorities and are required to be presented to Turkish Ministry of Agriculture and Forestry, will not be required during official inspections until the Ukrainian authorities re-start issuing the subject certificates.
The translation of the related provision is as follows:
"In order to ensure security of food supply and prevent problems in access to food that could arise from the developments in Ukraine, concerning export or transit trade of agricultural products loaded from Ukraine, official certificates and documents that are mandatory to be presented to the Ministry of Agriculture and Forestry (the Ministry) under the Code of Veterinary Services, Plant Health, Food and Feed numbered 5996 and dated 11.06.2010 will not be required during the official inspections until the relevant Ukrainian authorities re-start to issuing these certificates and documents."
