22 Haziran 2026 tarihinde kamuoyunda “12. Yargı Paketi” olarak anılan 7589 sayılı Yargının Etkin ve Verimli İşlemesine Yönelik Bazı Kanunlarda Değişiklik Yapılmasına Dair Kanun 31 Temmuz 2026 tarihinde Resmî Gazete’de yayımlandı. Kanun ile başta Hukuk Muhakemeleri Kanunu, İcra ve İflas Kanunu, Türk Borçlar Kanunu, Ceza Muhakemesi Kanunu ve İdari Yargılama Usulü Kanunu olmak üzere birçok temel kanunda değişiklik yapılmıştır.

12. Yargı Paketi olarak bilinen 7589 sayılı Kanun, hukuk ve idari yargılama usulünde uzun süredir tartışılan bazı alanları yeniden düzenlemiştir. Değişikliklerin en dikkat çekici yönü, 2011 yılından beri uygulanan belirsiz alacak davasının kaldırılması ve bu dava türünün sağladığı temel güvencelerin kısmi dava bünyesine aktarılmasıdır.

On 31 July 2026, Law No. 7589 on Amendments to Certain Laws to Enhance the Efficiency and Effectiveness of the Judiciary ("Law No. 7589") was published in the Official Gazette of Türkiye.

Law No. 7589 on Amendments to Certain Laws for the Effective and Efficient Functioning of the Judiciary (the “Law”), published in the Official Gazette dated 31 July 2026 and numbered 33326, introduced significant amendments concerning the electronic transmission of notarial documents, the method for determining the statutory interest rate, sales of assets belonging to persons under guardianship, and compensation for bodily injury and loss of support.
