3 Eylül 2026 tarihli ve 33359 sayılı Resmî Gazete ’de yayımlanan “Yatırım Projelerinin Stratejik Öncelik ve Teknik Değerlendirmesine Dair Tebliğde Değişiklik Yapılması Hakkında Tebliğ” ile yatırım projelerinin finansman programları kapsamında değerlendirilmesine ilişkin usul ve esaslarda önemli değişiklikler yapılmıştır.

Significant amendments have been introduced to the procedures and principles governing the evaluation of investment projects within the scope of financing programs through the “Communiqué Amending the Communiqué on the Strategic Prioritization and Technical Evaluation of Investment Projects,” published in the Official Gazette dated 3 September 2026 and numbered 33359.

The Regulation Amending the Regulation on the Certification of Simple Accommodation Facilities and Beach Establishments (the “Amendment”), published in the Official Gazette dated 26.08.2026 and numbered 33352, introduces restrictions on the transfer of simple accommodation tourism operation certificates, sets out minimum standards applicable to simple accommodation facilities, and amends the provisions governing inspections of compliance with such standards.

26.08.2026 tarihli ve 33352 sayılı Resmî Gazete’de yayımlanan Basit Konaklama Tesisleri ile Plaj İşletmelerinin Belgelendirilmesine İlişkin Yönetmelikte Değişiklik Yapılmasına Dair Yönetmelik (“Değişiklik”) ile basit konaklama turizm işletme belgelerinin devri sınırlandırılmış, basit konaklama tesislerinin taşıması gereken asgari nitelikler belirlenmiş ve tesislerin bu niteliklere uygunluğuna ilişkin denetim hükümleri değiştirilmiştir.

İcra Hukuk Mahkemesi tarafından yapılan somut norm denetimi başvurusu sonucunda; 2942 sayılı Kamulaştırma Kanunu’na 7421 sayılı Kanun’la eklenen Ek 4. maddenin ikinci fıkrasında yer alan kamulaştırmasız el atma tazminatlarına ilişkin icra takiplerinde idarenin teminatsız olarak icranın geri bırakılmasını (tehir-i icra) talep edebilmesine imkân tanıyan kuralı Anayasa’ya aykırı bularak iptal etmiştir.
