The final FER X Decree entered into force on August 7, 2026, introducing Italy’s long-term support framework for renewable energy technologies with generation costs close to market competitiveness. The regime covers solar photovoltaic (PV), onshore wind, hydropower, and sewage-gas projects until December 31, 2030, supporting up to 37.15 GW of capacity: 27.15 GW through indicative auction volumes and up to 10 GW through direct access for plants up to 1 MW.

The Irish High Court has signalled that incumbent tenderers who benefit financially from automatic contract suspensions may face scrutiny if they refuse to offer undertakings covering losses to winning bidders. In a €51.2 million parking enforcement framework case, the Court lifted the suspension after the losing incumbent declined to compensate the successful tenderer for costs of securing a time-sensitive resource underpinning its bid.

The Flemish government has adopted a comprehensive reform of its Arms Trade Decree, introducing a risk-based licensing system that differentiates between low-risk and high-risk jurisdictions while expanding exemptions for NATO and EEA countries. The new framework, set to enter force in December 2027, aims to balance facilitating legitimate defense trade with maintaining effective export controls, while aligning more closely with European regulations and reducing administrative burdens for companies.
