Citizens of Romania and Bulgaria can work without restrictions across the European Union from the 1st of January 2014.

Malta, together with Belgium, Germany, Spain, France, Luxembourg, Netherlands, Austria and the United Kingdom had made use of a derogation providing for a transitional period of a maximum of 7 years, allowing European Union States to impose partial or total restrictions on access to their labour markets. Malta had opted to retain the requirement of a work permit for nationals from Romania and Bulgaria seeking work on the island.

Romanians and Bulgarians have now gained the right to work freely in any of the EU's 28 member states.
