International immigration law firm Green and Spiegel, U.S. continues to add depth and breadth to its immigration practicewith two exceptional additions to its leadership team. Retired Senior Foreign Service Officer David "Ian" Hopper joins as Government Relations Director while former Department of Homeland Security Deputy General Counsel Kerry E. Doyle joins the firm as a Partner.

Ian Hopper joins Green and Spiegel as Government Relations Director after nearly 23 years with the U.S. Department of State. A retired Senior Foreign Service Officer, Hopper specialized in consular operations, visas, and the protection of Americans abroad, completing ten overseas tours and adjudicating hundreds of thousands of cases.

In his final posting as Consular Section Chief at the U.S. Consulate General in Toronto, the largest post in Canada, he improved visa processing systems that contributed over $200 million annually to the U.S. economy. He also held key leadership roles in Baghdad, Amman, and Frankfurt, where he oversaw emergency evacuations, refugee visa processing, and complex citizenship cases.

At Green and Spiegel, Hopper will guide businesses, universities, and individuals through consular processes and government relations, offering rare behind-the-scenes understanding of visa adjudication and crisis management. He will also advise on risk mitigation and travel assurance for U.S. citizens abroad.

Kerry E. Doyle brings more than 25 years of experience in immigration and refugee law and policy. Most recently, she served in the Biden Administration as Deputy General Counsel for Immigration at the Department of Homeland Security (DHS), where she oversaw the immigration portfolio and key divisions within the Office of General Counsel. She was instrumental in shaping many of the most significant immigration regulations and policies enacted during 2024.

Previously, Doyle was appointed by President Biden as Principal Legal Advisor (General Counsel) for Immigration and Customs Enforcement (ICE), leading more than 1,700 attorneys nationwide. Late in 2024, she was appointed as an Immigration Judge in Chelmsford, Massachusetts before returning to private practice.

At Green and Spiegel, Doyle will focus on federal immigration litigation, removal defense, and regulatory challenges, particularly those arising from new and shifting enforcement policies. Her practice at 88 Broad Street, Suite #101 in Boston, Massachusetts will serve individuals, companies, universities, and organizations seeking to challenge government actions or defend their rights under U.S. immigration law.

With the addition of Hopper and Doyle alongside Partner Dan Berger, who joined the firm as a Partner in the New England office in October 2024, Green and Spiegel, U.S. enters a new phase of growth. The firm's expanding network of leaders with high-level government experience positions it at the forefront of immigration law during a period of historic change.
