Our Tax-Exempt Organizations Group Draws on Nonprofit, Regulatory, and Litigation Experience
NEW YORK, June 3rd 2026 — Carter Ledyard & Milburn LLP has formalized a dedicated Tax-Exempt Organizations – Litigation & Investigations practice, highlighting the firm's long history of representing nonprofits, foundations, and other tax-exempt entities across the full range of disputes and regulatory matters.
The sub-practice operates in close partnership with the firm's established Tax-Exempt Organizations group, providing seamless integration of corporate, governance, and litigation capabilities for clients facing disputes, regulatory inquiries, internal investigations, governance crises, or enforcement proceedings. The team represents public charities, private foundations, religious organizations, trade associations, cultural institutions, and their directors and officers in matters before state, city, and federal regulators, as well as in commercial and fiduciary litigation.
Carter Ledyard's litigation team brings a distinctive combination of substantive nonprofit law knowledge and courtroom experience to this work, including a former Chief of the Charities Bureau in the New York Attorney General's office with eleven years of enforcement leadership. The team has successfully handled regulatory investigations, internal investigations, fiduciary duty and governance disputes, IRS audits and tax enforcement matters, ownership and asset recovery proceedings, and employment disputes for tax-exempt clients.
In an environment of heightened regulatory scrutiny of the nonprofit sector — from increased state and federal enforcement activity to governance accountability pressures — the firm has determined that purposefully dedicated resources and a clearly defined practice identity will better serve clients navigating these challenges.
"Tax-exempt organizations face legal disputes that are uniquely complex," said Pamela A. Mann, Partner and Practice Co-Chair.
"The stakes in nonprofit litigation frequently extend beyond legal outcomes," added Judith Wallace, Partner and Practice Co-Chair.
The practice is co-chaired by Ms. Mann and Ms. Wallace and supported by a multidisciplinary team of partners and associates with broad experience in litigation, tax, corporate governance, and the regulatory landscape governing tax-exempt organizations.
