Malta: Insurance

The European Commission has adopted new regulatory technical standards under Solvency II that fundamentally reshape how supervisory authorities identify insurance groups and assess cross-border insurance activities.

The International Maritime Organization has confirmed that the HNS Convention, governing liability and compensation for damage from hazardous cargo transport by sea, will enter force on 29 November 2027. After nearly three decades of delays, this creates immediate compliance obligations for Malta's ship registry and the global maritime industry, requiring new insurance certificates, reporting systems, and a two-tier compensation framework backed by both shipowners and cargo receivers.

These updates are intended to keep Maltese regulated entities informed of regulatory changes and developments taking place in the local financial services space.

Ten years after the introduction of Solvency II, Malta’s captive insurance market has evolved into a robust and credible European domicile, blending regulatory rigor with operational agility.
