Andrew Busey has been promoted to Director. In addition, Elena Ramirez Pierce and Dennis Campbell have been promoted to Senior Consultant. Director:
Andrew Busey works with industry stakeholders, regulatory agencies, and other groups to analyze energy and environmental matters and conduct economic impact assessments. Mr. Busey believes sound, rigorous econometric analyses are key to the development of socially efficient regulation. He has participated in benefit and cost assessments for numerous nuclear and fossil electric power plants under Section 316(b) of the Clean Water Act. Much of his recent work considers the macroeconomic impacts of regulations, projects, and investments, incorporating important complications such as dynamic impacts and spillover effects.
Senior Consultants:
Dennis Campbell evaluates liability and damages in antitrust litigation matters. Dr. Campbell has conducted research on two-sided digital platform markets, targeted advertising, and subcontracting in the airline industry. He previously served as an Analyst and Researcher at NERA from 2015 to 2018, during which time he worked on projects in the medical devices, renewable energy, and dental supplies industries. Dr. Campbell’s technical skills include Stata, Python, MATLAB, and LaTeX.
Elena Ramirez Pierce collaborates with businesses and regulatory agencies across industries to navigate the complex landscape of consumer protection, antitrust, and telecommunications issues. She has extensive experience analyzing allegations of anticompetitive conduct, studying consumer behavior and injury, and crafting regulatory assessments for major players in the Latin American telecommunications sector.
