Amid investors' rising sophistication and demand for bespoke, diversified portfolios, SEBI issued a Consultation Paper on 23 July 2026 proposing a major overhaul of the SEBI (Portfolio Managers) Regulations, 2020. The proposals aim to widen investment opportunities, rationalise compliance, consolidate provisions, simplify language and remove redundancies. The Warehousing Development and Regulatory Authority has taken a significant step towards institutionalising storage standards in the warehouse receipt ecosystem by issuing a stakeholder consultation notice on 27 July 2026. The notice, bearing file number T-COMP/3/2025-Technical, invites comments from market participants on the proposed shelf-life durations for nine notified commodities stored under electronic Negotiable Warehouse Receipts in WDRA-registered warehouses.

SEBI has restored the open market buy-back route through stock exchanges effective August 1, 2026, after suspending it in April 2025. The amendment introduces significant changes including a fixed 66-working-day execution window, ISIN-level freeze on promoter shareholding, mandatory minimum public shareholding compliance, and makes merchant banker appointment discretionary while reallocating their functions among company officers and auditors.

SEBI has issued a circular deferring penal consequences for listed entities that fail to meet minimum public shareholding norms during periods of external economic disruption. This regulatory relief measure allows companies additional time to achieve compliance under more favorable market conditions while maintaining the long-term integrity of public shareholding requirements.
