On February 4, 2015 Resolution No. 23 of the Cabinet of Ministers of Ukraine dated January 30, 2015 "On suspension of operation of certain provisions of the Agreement between the Government of Ukraine and the Government of the Russian Federation on visa free travel for citizens of Ukraine and the Russian Federation" ("Resolution No. 23") came into force.

As stipulated by Resolution No. 23, from March 1, 2015 the provisions of the Agreement dated 16 January 1997 ("Agreement") between the Government of Ukraine and the Government of the Russian Federation on visa free travel for citizens of Ukraine and the Russian Federation, permitting citizens of the Russian Federation to enter, exit, transit, stay and travel on the territory of Ukraine on the basis of [internal] passport of the citizen of the Russian Federation or  birth certificate (for children under 14) confirming nationality of the Russian Federation, will be suspended.

Thus, commencing from March 1, 2015 citizens of the Russian Federation will be able to enter, exit, transit, stay and travel on the territory of Ukraine only on the basis of foreign passports.

Such suspension will remain until the Cabinet of Ministers of Ukraine decides that the conditions stipulated in article 6 of the Agreement (necessity to ensure State security, preserve public order or protect health of citizens) no longer exist.
