The Ministry of Commerce and Industry (“MoCI“) has commenced a phased update of the commercial activity classifications recorded for existing companies in Qatar. The initiative, which took effect on June 1, 2026, forms part of the MoCI’s efforts to align Qatar’s commercial registration framework with the Unified Economic Guide for the Classification of Economic Activities adopted across the Gulf Cooperation Council (“GCC“) member states.

The QFMA has issued a comprehensive replacement of the M&A regulatory framework previously contained in its Decision No. 2/2014 (as amended by Decision No. 2/2015) (the Previous Rules). The new rules were issued by the QFMA via its Board Decision No. 8/2025 (the New Rules) and introduce meaningful changes across the full M&A process.
