"The new guidance is just trying to incrementally help companies that are in the pipeline. Companies will continue to think of ways they can position themselves, wherever they are in their timelines, to make sure they can take advantage. The shutdown puts a fine point on the fact that externalities can impact the deal in ways that no one can control," Aarestad said.
