On Nov. 29, 2016, SIPO published "Opinions on rigid patent protection". The "Opinions" laid out the following goal: by 2020, establish a sound policy and legal system for rigid patent protection, so as to promote efficiency in handling patent infringement cases.
Regarding the rampant infringement on internet platforms, the Opinion raised an on-line regulation mechanism, setting out specific requirements on admission checking of business owners and patent right enforcement of users. The Opinion also encouraged on-line trading platforms to work out complaint systems against infringement and counterfeiting. In addition, it stressed collaboration between law enforcement authorities and on-line trading platforms to increase efficiency in case handlings and crime prevention.
