The MSRB requested comments on "potential areas where the MSRB should focus its strategic goals in the coming year(s), and how the MSRB should prioritize its core activities." The MSRB also requested comments on the development of the Electronic Municipal Market Access ("EMMA") website, which is intended to provide transparency to the municipal securities market.

The MSRB explained that the request for comments is a part of a periodic and comprehensive strategy review conducted by the MSRB Board of Directors. This review and planning process considers (i) the statutory obligations of the MSRB, (ii) the activities of brokers, dealers, municipal securities dealers and municipal advisors, (iii) the needs and concerns of investors, municipal entities and obligated persons with respect to information, and (iv) market research and practices.

Comments must be submitted by November 11, 2016.
