On May 26, 2023, the ITA, the United States Department of Commerce, issued notice A-570-051, C-570-052 code 4381028-01 on the eighth extension of the deadline to issue the final conclusion on the investigation of circumvention of trade remedies for hardwood plywood products imported from Vietnam.
In June 2020, the US Department of Commerce announced the initiation of an investigation into the circumvention of trade remedy duty against Vietnam in light of the order to impose anti-dumping and anti-subsidy duties on a number of hardwood plywood products use solid wood materials circumvented from China.
In July 2022, the Ministry of Trade of USA announced the preliminary decision in the investigation of circumvention of trade remedies against Vietnam, stating that if plywood products imported from Vietnam into the United States have cores using materials imported from China will be subject to anti-dumping and anti-subsidy duties as applied to plywood from China.
However, since the preliminary conclusion, the DOC has been delayed many times in issuing the final conclusion on the investigation of circumvention of trade remedies for hardwood plywood products from Vietnam.
Up to now, this is the eighth time in a row that the DOC has issued a notice to extend the time to issue the final conclusion due to insufficient data, evidence, and relevant additional and updated information from stakeholders during the investigation period.
Currently, similar Chinese plywood products exported to the United States are subject to anti-dumping duty of 183.36% and anti-subsidy duty of 22.98% to 194.90%.
If it is concluded that plywood products imported from Vietnam into the USA have cores using peeled boards imported from China, enterprises producing and exporting investigated products will be subject to the above duty rate.
The extension of time for issuing the final conclusion on the investigation of circumvention of trade remedies of plywood products using hardwood materials imported from Vietnam for the eighth time has been extended to July 14, 2023, instead of the May 26, 2023 deadline following the seventh extension.
