Reinhart attorneys Shawn Lovell, Sara Rapkin, Maya Zahn Rhine, Liam Conrad and Migena Vula participated in the State Bar of Wisconsin 22nd Annual Commercial Real Estate Update on Friday, November 21. The program offered practical insights for attendees to address the issues dominating today’s Commercial Real Estate industry.
- Lovell and Rapkin’s presentation, “Real Estate Tax Issues and Tax Assessment Considerations,” examined the importance of proactive real estate tax planning, emphasizing how missed deadlines, assessment practices, and acquisition structures can create significant risks for buyers. It also highlighted the complexities of Wisconsin’s municipality-based taxing system and strategies for avoiding post-closing tax surprises.
- Zahn Rhine and Conrad’s presentation, “The One Big Beautiful Bill Act’s effect on Low-Income Housing Tax Credit,” covered updates to the Low-Income Housing Tax Credit, New Markets Tax Credit and Opportunity Zone programs, and how the One Big Beautiful Bill Act (OBBBA) may affect commercial real estate projects moving forward.

Lovell is a shareholder in the firm’s Tax and Litigation practices, as well as a member of the Property Tax Team – the largest property tax litigation practice in Wisconsin. He provides legal representation to a wide range of clients, from individuals to Fortune 50 companies. Rapkin is a shareholder in Reinhart’s Tax, Corporate Law, and Litigation practices, where she handles state and local tax controversies, primarily for national companies with a Wisconsin presence. She is a vigorous advocate for clients facing audits and disputes involving property, sales, use, income and franchise taxes, evaluating their positions to challenge assessments and representing them before Wisconsin tax appeals commissions, circuit courts, appellate courts and related review boards. Her practice also focuses on property tax matters, assisting clients in managing Wisconsin property tax liabilities and pursuing appropriate challenges to assessments.
Zahn Rhine is a shareholder in the firm’s Real Estate Practice, where she collaborates with commercial real estate clients to create strategic, cohesive leasing strategies that align with their business goals. She also handles acquisitions, dispositions, development, and financing transactions.
