Lisa Dyar (Principal, Austin)
With over two decades of experience in environmental law, Lisa's practice spans compliance, permitting, enforcement, litigation, acquisitions, auditing, and rulemaking across various industries. She has a proven track record of advancing clients' business objectives and has represented clients before Texas Commission on Environmental Quality (TCEQ) in major project permit applications, and the U.S. Environmental Protection Association (EPA) and TCEQ in air and waste enforcement matters. In particular, Lisa has experience leading clients through Texas' contested case hearing process and developing air quality permitting strategies for chemical companies. An active member of the Texas legal community, Lisa currently serves as Chair-Elect of the Texas Bar's Environmental and Natural Resources Law Section.
Tony Michaels (Of Counsel, Washington, DC)
Tony rejoined B&D this winter after previously serving as co-chair of B&D's litigation and appellate litigation practices. With over 20 years of experience in litigation and alternative dispute resolution (ADR) in complex environmental matters, Tony represents clients in high-stakes cases in federal and state courts and in arbitration proceedings. He develops and implements an overall strategy designed to achieve the client's business goals in a timely and cost-effective manner, whether through a favorable ruling, settlement, or regulatory action. Tony also offers his services as an independent arbitrator and mediator.
Sarah Wightman (Of Counsel, Seattle)
Sarah advises clients on issues across the product lifecycle to enable new launches and global expansion, including product design, manufacturing, and distribution; supply chain due diligence; mandatory reporting; and end-of-life disposition. She also advocates regulators to mitigate product sustainability and compliance risks for clients around the world. Sarah has particular insights into these issues as they relate to technology companies, electronics manufacturers, data centers, and retailers. In addition to her regulatory experience, Sarah has represented clients in judicial and administrative cases involving environmental laws, hazardous waste enforcement, and emerging contaminants.
Ryan Andrée (Associate, Washington, DC)
Ryan's practice focuses on serving clients in environmental markets. He recently served as Deputy General Counsel for a global leader in emissions reduction projects with operations spanning Africa, Central America, India, and Southeast Asia. In this capacity, Ryan spearheaded legal strategies for a wide range of complex transactions, including project finance, carbon credit sales, and planning and operation of energy efficiency, methane mitigation, and nature-based emission reduction projects.
Sara Eddy (Associate, San Francisco)
Sara advises clients on regulatory compliance and products counseling, assisting with matters including hazardous waste, e-waste, and ESG laws. Sara also advises on product compliance issues at various levels. She has counseled clients in environmental permitting and project development at the state and federal levels. Additionally, Sara provides health and safety regulatory guidance to clients under both state and federal law. In addition to her products and occupational health experience, Sara has represented defendants in numerous Proposition 65 matters.
Jeremy Faulkner (Associate, San Francisco)
Jeremy joins B&D after serving as a clerk for two federal judges at the United States District Court for the District of New Mexico, where he gained wide-ranging litigation experience. He advised on high-stakes litigation, ranging from the Resource Conservation and Recovery Act to the Comprehensive Environmental Response, Compensation and Liability Act. Jeremy has extensive experience advising judges on complex legal matters, preparing draft opinions, and conducting in-depth legal research. He now helps counsel clients throughout all stages of litigation in various jurisdictions.
Lila Nojima (Associate, New York)
Drawing on her government experience, Lila advises on regulatory compliance, enforcement, and litigation. Before joining B&D, Lila served as a Legal Advisor in the Office of the General Counsel at the U.S. Department of Energy. She played a key role in defending the agency's regulatory programs, advised on clean energy tax credits, supported enforcement actions, and prepared agency officials for congressional hearings and briefings. Before her time in government, Lila practiced as a litigation associate for a law firm in New York City and clerked for the Honorable Karin J. Immergut of the United States District Court for the District of Oregon.
