From 27 March 2009, new rules are in force significantly limiting access for non-EU nationals to the Czech labour market.

The rules prohibit work agencies from offering non-EU nationals employment (and, in effect, temporary work assignments) in certain positions within the Czech Republic.

Originally, the rules were only intended to prevent non-EU workers obtaining positions requiring low qualifications. However, the final version may also restrict their access to positions requiring high-level qualifications.

The rules are part of the Government's plan to cushion the domestic labour market against the effects of the global economic crisis. Its plan also includes instructing the authorities to monitor closely work agencies' observance of the rules and to punish any breaches with the maximum possible penalty.
