June 2026 – Kinstellar has advised on the landmark public-private partnership (PPP) project for the development and operation of the New Tashkent International Airport, one of the most significant infrastructure projects currently underway in Central Asia.
The PPP agreement was signed between Uzbekistan Airports and an international consortium of sponsors comprising Vision Invest, Sojitz Corporation and Incheon International Airport Corporation on the sidelines of the Tashkent International Investment Forum 2026.
The project represents one of the largest infrastructure developments in Uzbekistan and is expected to establish a new regional aviation hub serving Central Asia. The airport will be developed on a 1,310-hectare site in the Tashkent region and is planned to include two runways, a passenger terminal of approximately 208,000 square metres, aircraft stands, air traffic control facilities and supporting infrastructure.
Upon completion, the airport is expected to accommodate up to 20 million passengers annually, with significant potential for future expansion. Kinstellar advised on various aspects of Uzbek law, including public-private partnership and investment regulations, procurement matters, project structuring and transaction documentation.
Kinstellar worked alongside Freshfields as part of the international legal advisory team supporting the transaction.
Kinstellar team was led by Dilshad Khabibullayev (Partner, Projects & Infrastructure), supported by Kamilla Khamraeva (Сounsel), Jakhongir Azatov (Managing Associate) and Ozod Rakhimov (Senior Associate).
