Steven Burt—an accomplished consumer financial services lawyer and adviser whose experience includes more than eight years in-house at solar energy companies—has rejoined Ballard Spahr as a member of the firm’s Litigation Department, Consumer Financial Services Group, and Salt Lake City office, firm Chair Peter Michaud announced today.
In his in-house roles, Steve has served as counsel and adviser on regulatory, policy, and business matters. Prior to joining Ballard Spahr this week as of counsel, Steve worked at residential solar energy company PosiGen, where he served as Chief Public Policy & Engagement Officer and before that as Chief Compliance & Public Policy Officer.
His work prior to PosiGen includes both in-house at solar energy companies Vivint Solar and Sunrun and at law firms. This includes practicing from 2007 to 2016 as an associate at Ballard Spahr, where he concentrated in consumer financial services law. His addition adds further strength and breadth to the firm’s acclaimed Consumer Financial Services (CFS) Group, which draws top national rankings perennially in respected guides such as Chambers USA and Best Law Firms.

In addition to handling litigation, Steve helps companies build and enhance their compliance and risk management programs in consumer protection and other areas and advises on managing through challenging policy environments. He has experience managing companies’ responses to government investigations, primarily investigations by state attorneys general and consumer protection departments. Through this experience, Steve developed deep familiarity with investigations: how they start, how they proceed, and how to settle them favorably. His extensive experience has also involved interacting with legislatures, executive agencies, and the judiciary.
Steve’s addition in the growing Salt Lake City office follows last month’s arrival there of a team of intellectual property lawyers and professionals, led by Partner Marcus Simon and two senior attorneys, Jonathan P. Rowe and Joshua W. Hoggard.
Steve joins a Litigation Department of more than 340 lawyers in 18 offices throughout the country, including three Pacific Northwest locations added through Ballard Spahr’s January 1 combination with Lane Powell.
