Halle has joined the Firm as a Shareholder in the Business and Financial Services Department and Tax Practice. He will be based in the Baltimore office.

Jordan helps businesses, nonprofits and individuals protect their interests, solve problems and achieve their goals in corporate, tax, franchising and transactional matters. He provides practical guidance on forming and structuring entities, navigating governance issues, completing mergers and acquisitions and addressing tax planning and compliance needs. A lifelong Baltimorean, Jordan channels his commitment to the city's revitalization into a sophisticated tax-incentivized development practice, structuring projects that harness New Markets Tax Credits, Redevelopment Tax Credits and Opportunity Zone incentives to spark equitable growth across Baltimore's neighborhoods. By guiding developers, community organizations and investors through these complex financing tools, he views every transaction as another tangible step toward a more vibrant and resilient hometown.

Shulman Rogers' expansion into the Baltimore market began in 2024 with the addition of Joshua Glikin, Matthew Hjortsberg and Schyler Bailey. The firm will continue to grow the Baltimore office and add depth across additional practice areas.
