Manatt, Phelps & Phillips, LLP, a multidisciplinary, integrated professional services firm, today announced the return of Counsel Elizabeth Dervan to the Firm's Health Care group. Dervan brings deep experience working with federal agencies, Congress and a wide range of health care stakeholders on the development and implementation of Medicaid policy across the nation. Building on Manatt Health's industry-leading platform—which recently welcomed Managing Director Ellen Montz and Director Kyla Ellis in Washington, D.C.—she expands its capabilities providing strategic and policy guidance on Medicaid, Medicare and Marketplace reform.
As a former Senior Advisor at the Centers for Medicare and Medicaid Services (CMS), Dervan has counseled policymakers on matters related to Medicaid and the Children's Health Insurance Program (CHIP), the Affordable Care Act (ACA) Marketplaces, and Medicare. Before joining CMS, she served as Senior Counsel with the U.S. Senate Committee on Finance, leading the Committee's efforts on Medicaid and CHIP and developing and negotiating national policy to expand access to affordable and comprehensive health coverage. At Manatt, she will leverage her legal, policy and consulting experience to partner with clients at the forefront of delivery system transformation to continue improving Medicaid policy, implementation and program development.
During her previous tenure at Manatt, Dervan advised states, local governments, foundations, health care providers and other entities on regulatory matters related to Medicaid, CHIP and the ACA, in addition to assisting states and health care stakeholders in their response to the COVID-19 crisis.

Dervan earned her J.D. from Yale Law School and her B.A. from Yale University.
