WASHINGTON, DC (July 5, 2023) - Seyfarth Shaw LLP has announced that Rachel See has joined the international law firm as senior counsel and vice-chair in the People Analytics Practice Group in its Labor & Employment Department, based in its Washington, DC office. See provides 22 years of high-level experience bridging the gap between law, policy, and technology, and driving transformative change while identifying and managing legal risk for employers.

See comes to Seyfarth after spending more than a dozen years in the federal government, including the last six years at the U.S. Equal Employment Opportunity Commission, where she led enforcement, policy, and digital transformation initiatives.

She most recently served as EEOC Commissioner Keith Sonderling's Senior Counsel for AI and Algorithmic Bias, leading initiatives emphasizing the applicability of employment discrimination laws to the use of artificial intelligence (AI) and working to educate lawyers and human resources professionals regarding the applicability of civil rights laws to AI and other technologies. Her previous roles there included being the EEOC's Acting Executive Officer, a Special Assistant to the EEOC Chair, and the EEOC's Assistant General Counsel for Technology.

See also brings six years of experience at the National Labor Relations Board, where, in addition to representing the agency in its response to complex Congressional oversight requests, she led the NLRB general counsel's nationwide subpoena-enforcement program in high-profile joint-employer litigation and other complex matters.

See also is a leader on issues facing the LGBTQ+ community. She served as Board President for the National Center for Transgender Equality from 2017-2022 after joining the board a year earlier. See was recognized by National LGBT Bar Association in 2014 as one of the Best LGBT Lawyers Under 40. See speaks frequently on LGBTQ+ issues and has conducted transgender inclusion and competency training at numerous federal agencies and other organizations.

Before entering government service, See spent a decade in private practice at Am Law 200 law firms, where she gained jury trial and other complex civil litigation experience and achieved national recognition as an authority in cutting-edge electronic discovery issues. See previously worked at Seyfarth as an associate

She has presented frequently on the intersection of artificial intelligence and employment law, including at the National Asian Pacific American Bar Association (NAPABA), the National Bar Association, and the National LGBTQ+ Bar Association's Lavender Law conferences.

See earned her JD from Duke University School of Law and her BA from Yale University. She is licensed in the State of Ohio and is currently practicing under the supervision of members of the D.C. Bar.
