On August 14 2015, the Federal Official Gazette published the following rulings: "Ruling that modifies only once the term to file the 2014 Annual Operating Report," "Ruling that contains instructions and Annual Operating Report format," and "Ruling that establishes the Mixture of Greenhouse Gases and Compounds for Emissions Reporting and its Warming Potentials." These new Rulings become effective on August 17, 2015 (the "Rulings").

Their purposes are:

  1. Determine the term to file the 2014 Annual Operating Report, which is from August 15 through December 15, 2015;
  2. Publish the Annual Operating Report format and the fill-out instructions for the interested parties.
  3. Determine which are the greenhouse gases and compounds and their mixtures subject to emission report, as well as the Global Warming Potential of each gas and emission for reporting purposes.

The new Rulings will allow that any interested party filing the Annual Operating Report, provide to the Environmental and Natural Resources Department ("SEMARNAT"), information on greenhouse gases and compounds produced by said party to add the information to the National Emissions Registry.
