India's telecom regulator has mandated the deployment of AI and machine learning systems to combat unsolicited commercial communications, requiring access providers to detect, flag, and take action against suspected spam senders within strict timelines. The new framework establishes a coordinated mechanism between originating and terminating service providers using distributed ledger technology for real-time information sharing.

The Telecom Regulatory Authority of India (‘TRAI’), by way of a Direction dated February 27, 2026 (‘Direction’), has directed all access providers to institutionalise the use of ‘AI/ML-based UCC Detect systems’ for identifying senders of unsolicited commercial communications (‘UCC’). The Direction requires terminating access providers to identify and flag suspected UCC senders based on behavioural parameters and share such information with originating access providers through the distributed ledger technology platform within two hours. Originating access providers are required to notify the sender, identify associated telecom resources through KYC records, and take regulatory action in cases where multiple connections of the same sender are flagged within a specified period. Access providers are required to comply with the Direction within 30 days from the date of issuance.
