The Decree establishing the National Plan for Internet of Things (Decree No. 9,854/2019) was published on June 26, 2019, to regulate and encourage this technology in Brazil.

Internet of Things (IoT) refers to the digital interconnection of everyday objects with the Internet, through intelligent sensors and software that transfer information to increase the services’ efficiency.

Among the objectives of the Decree, it is possible to indicate the incentive to the improvement in people's quality of life; the promotion of efficiency gains in services through the implementation of IoT solutions; the professional qualification related to the development of this technology, with the subsequent creation of new jobs in the digital economy; and the increase of competitiveness among IoT Brazilian companies’, through the promotion of the sector's innovation ecosystem.

The Ministry of Science, Technology, Innovation and Communications shall coordinate several measures including the creation of Internet of Things Innovation Platforms, Skills Centers for Enabling Technologies in Internet of Things, and the National Observatory for the Monitoring of Digital Transformation.

This Ministry is also responsible for indicating priority environments for the application of IoT solutions based on criteria involving supply, demand and capacity for local development. It has been decided that health, city, industry and rural sectors must be contemplated.

According to the Decree, the National Plan for Internet of Things aims to implement and develop the technology in the country based on free competition and free circulation of data, observing the guidelines of information security and personal data protection.
