SEC staff summarized the activities of the Fixed Income Market Structure Advisory Committee ("FIMSAC") over the past year.

The Staff Report outlined regulatory recommendations that FIMSAC made to the SEC concerning:

  • timeliness of financial disclosures in the municipal securities market;
  • pre-trade price transparency in the municipal securities market;
  • additional Trade Reporting and Compliance Engine ("TRACE") reporting indicators for corporate bond trades;
  • the modernization of ICA Rule 17a-7 ("Exemption of certain purchase or sale transactions between an investment company and certain affiliated persons thereof");
  • defining "electronic trading"; and
  • methods of mitigating conflicts of interest in credit ratings.
