On September 22, 2015, Anthony J. Albanese, Acting
Superintendent of Financial Services, announced that the New York
State Department of Financial Services approved Circle Internet
Financial's BitLicense application. This would make Circle
Internet Financial the first company to receive a BitLicense from
the NYDFS. The NYDFS finalized its BitLicense rules in June 2015
after receiving public comments on the proposed framework, making
New York's BitLicense the first comprehensive regulatory
framework for firms dealing in virtual currency. The rules include
guidelines on consumer protection, anti-money laundering compliance
and cybersecurity. The NYDFS has received 25 BitLicense
applications to date.
