Turkey: Cybersecurity

On 19 May 2026, the European Commission published draft guidelines clarifying the classification of high-risk artificial intelligence systems under the Artificial Intelligence Act (“AI Act”) and invited stakeholder feedback on practical examples.

On 5 May 2026, the Cybersecurity Board convened under the chairmanship of President Recep Tayyip Erdoğan and addressed key matters relating to Türkiye's cybersecurity framework. During the meeting, the Board assessed current and emerging cyber risks, international developments, the protection of critical infrastructures, the security of digital systems, data sovereignty and the strengthening of domestic technological capabilities.

Data centers are critical physical infrastructure facilities that constitute the backbone of the digital economy. A wide range of services, extending from cloud computing and artificial intelligence to big data analytics and financial technologies, are delivered through these facilities.

Turkey's technology law landscape underwent major shifts in April 2026, with the Competition Authority launching an AI sector inquiry, new age-gating rules for social networks, and nuclear facility cybersecurity regulations taking effect. The Turkish DPA's 2025 Activity Report revealed a 51% surge in complaints and over TRY 352 million in administrative fines, signaling intensified enforcement across data protection and digital compliance.
