On July 05, 2024, the Government of Ukraine adopted a decision to commence an experimental project introducing the Unified State Electronic System of Permit Documents (ePermit/eDozvil). By the end of July, it has become possible to submit documents, including a labour protection declaration, through this system. In September, a service for obtaining a licence for veterinary activities will be made available. Other services are planned to be launched from October 2024.

- Administrative services can be paid for online;
- Actions or inactions of the licensing body can be contested if they violate licensing legislation;
- No need to provide documents already contained in systems with which ePermit interacts.
How Does ePermit Work?
- Applications and relevant documents are automatically checked according to a special algorithm.
- The system determines the level of risk and selects the appropriate registration procedure.
- For low-risk determinations, registration is automatic.
- If state body representatives are required to check the information, a decision on issuing a licence must be made within 10 days.
Types of Permits in the First Stage of the Experimental Project:
- a license for conducting economic activity in the field of tour operator activity;
- a license for conducting economic activity in veterinary practice;
- a license for carrying out business activities related to the circulation of narcotic drugs, psychotropic substances and precursors;
- a license for conducting educational activities at the preschool level;
- declaration of compliance of the material and technical base with labour protection legislation requirements.
