On December 25, 2025, the Presidential Decree Amending the Presidential Decree on Cybersecurity ("Decree") was published in the Official Gazette, introducing structural changes to the Cybersecurity Presidency ("Presidency").
1) The Authority's Duties and Powers Were Expanded
The Decree expands the Presidency's duties and powers and explicitly states its duty to coordinate with relevant institutions to harmonize national legislation with international regulations. In line with this change, it can be anticipated that legislation in the field of cybersecurity will align with European Union legislation in the coming period.
The decree assigns the Presidency the tasks of developing common e-Government and digital government infrastructures, determining data governance principles related to the use of artificial intelligence, implementing common data area infrastructures, and determining the quality standards for data to be used in artificial intelligence applications and ensuring compliance with these standards.
2) Changes in the Structure of the Presidency
In accordance with the Decree, the Presidency is granted the authority to establish overseas organizations and to establish companies related to its field of activity within or outside the country. At the same time, in parallel with the powers granted to the Presidency in accordance with the decree, four new units will be established. These units will be responsible for artificial intelligence and digital government issues.
With these changes, it is likely that the Cyber Security Presidency will become more active in the coming period and that secondary legislation will be shaped accordingly by 2026.
