WASHINGTON, DC – May 12, 2026: Jenner & Block is pleased to announce that Kimberly Cook has joined as Special Counsel in its Washington, DC office as part of the firm's Communications, Internet, and Technology (CIT) Practice. Kim brings more than 20 years of experience at the Federal Communications Commission (FCC), deepening the firm's regulatory and investigations capabilities on behalf of clients navigating complex FCC matters.

Kim most recently served as Deputy Chief of the FCC's Enforcement Bureau, Spectrum Enforcement Division, where she supervised investigations involving unauthorized satellite operations, 911 outages, and location accuracy failures, securing numerous civil penalties and consent decrees. Prior to that, Kim served as Deputy Chief of the FCC's International Bureau, Telecommunications and Analysis Division, where she led the foreign ownership review team and coordinated with the Department of Justice and other agencies on national security, law enforcement, and trade policy issues.

Before joining the FCC, Kim practiced at Dow, Lohnes & Albertson, LLP, where she advised broadcast, telecommunications, and cable clients on FCC licensing, ownership rules, and transactional matters. Kim holds a JD from the University of Chicago School of Law and a BS in Accountancy and Finance and a BA in Political Science from Wright State University, where she graduated magna cum laude as a University Honors Scholar. She is also certified in Artificial Intelligence for Legal Leaders from Georgetown University Law Center.
