Ballard Spahr Finance Partner Emilie R. Ninan has been appointed by Delaware Governor Matt Meyer to the Board of Directors for the Delaware Prosperity Partnership (DPP), a public-private partnership and state economic development agency focused on innovation, talent, and leadership.
Emilie is a founding co-chair of Ballard Spahr's national Finance Department. In her practice, she advises governments, nonprofits, and businesses on public and commercial finance matters. She has extensive experience structuring and negotiating bond and capital financing transactions to support economic development.
The DPP leads Delaware’s economic development efforts to attract, grow, and retain businesses; build a stronger entrepreneurial and innovation ecosystem; and support private employers in identifying, recruiting, and developing talent in Delaware. The DPP team’s services include working with prospects to review potential sites, cost-of-living details and funding opportunities, including available tax credits and incentives.
