Bloomberg Law selected Principal Andrew (Drew) Silton for its 2025 "They've Got Next: The 40 Under 40," which recognizes standout young lawyers who excel in client service, take on significant leadership roles, and still make time for mentorship and pro bono work.

In his profile, Drew reflected on his "good fortune of working with public and private sector clients that do amazing things to protect water quality, foster technological innovation, and change the ways we produce energy."

The profile highlights two of Drew's recent successes:

  • A U.S. Supreme Court win in City & County of San Francisco v. EPA, which struck down the U.S. Environmental Protection Agency's (EPA) decades-long use of "end-result" prohibitions in Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) permits — securing fair, transparent compliance requirements for NPDES permit holders nationwide
  • A consent decree Drew negotiated for Swinerton Builders that resolved CWA claims related to utility-scale solar facility construction with a set of reasonable injunctive relief that will achieve meaningful environmental benefits

Asked about his greatest mentor, Drew credited now-retired B&D Principal Don Patterson for showing him how managing relationships is critical to being "a successful advisor and advocate." Drew learned from Don the need to pay "close attention to how people and groups work. Without understanding them, you cannot effectively advise or persuade."

As Co-Chair of B&D's Water practice, Drew focuses on complex issues under the nation's water quality laws, including regulatory counseling, enforcement defense, and litigation. He represents public and private clients in sectors ranging from rail transportation and renewable energy to wastewater and stormwater utilities, advocating before federal, state, and local regulators and in courts at every level.
