Holland & Knight international trade attorneys Christopher Stagg, Tahlia Townsend and Daniel Goren will participate in the American Conference Institute's (ACI) EAR Compliance & Licensing Masterclass + ITAR Week, a virtual series covering updates in the U.S. export controls system and offering actionable takeaways for licensing and compliance.
With sessions focused on International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), sanctions regimes, U.S. Department of Commerce Bureau of Industry and Security (BIS) license procedures, the Trump Administration's America First Trade Policy and more, the program will equip practitioners with an up-to-date blueprint for effectively advising clients.
Mr. Stagg will speak during two modules. In the first, he will interview Stephen Valentine, assistant director of the Office of Export Enforcement, Bureau of Industry and Security, on Monday, July 28, at 12:00 p.m. in a session titled "EAR Enforcement and Compliance in Practice – The Interplay of Sanctions and Perspectives on the Great Enforcement Shift." Mr. Stagg's second session, titled "The Ins and Outs of ITAR Classification and CJs," will be held on Tuesday, August 5, at 12:00 p.m. and include a look at tips and tricks for when to use the commodity jurisdiction (CJ) process, as well as new strategies and best practices for ITAR classification.
On Wednesday, August 6, at 12:00 p.m., Ms. Townsend will take a deep dive into ITAR licenses and related agreements in a session titled "ITAR Licenses and Agreements (TAAs, MLAs and WDAs)." The panel will distinguish the types of ITAR agreements, including Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs) and Warehouse and Distribution Agreements (WDAs), as well as describe common reasons for license denials or agreement delays.
Mr. Goren will take attendees through the nuts and bolts of an ITAR compliance program in a session titled "ITAR Compliance in Practice: The Core Elements of an Effective Program, Third-Party and Supply Chain Due Diligence and Monitoring" on Thursday, August 7, at 12:00 p.m. This panel will highlight key elements and resources that should be included in addition to ways to structure a program so that it can easily be adapted to evolving risk factors.
