Manatt Health Partner Anne O'Hagen Karl has been appointed by the U.S. Government Accountability Office to the Medicaid and CHIP Payment and Access Commission (MACPAC). In this commissioner role, Anne will support MACPAC's efforts to review access and payment policies for Medicaid and the State Children's Health Insurance Program (CHIP) and to advise Congress and the states on issues affecting these programs.
Anne was selected for her extensive experience at the intersection of Medicaid policy, financing and strategy as well as her dedication to addressing the complex challenges inherent in publicly financed health care. In particular, her nationally recognized practice involving Medicaid financing and payment policy—in addition to her deep understanding of delivery system reform, managed care and Section 1115 demonstrations—aligns closely with MACPAC's mandate.
Throughout her career, Anne has partnered with states, providers, foundations and advocacy organizations to design innovative solutions that expand access to and improve quality of care for the over 80 million low-income and vulnerable individuals covered by Medicaid and CHIP. Her first-hand knowledge of state Medicaid programs, combined with a broader understanding of federal policies and their implications, offers opportunities to bring new ideas and practical recommendations to the Commission's initiatives.
