Arnold & Porter partner Amber Hay was recently named to Washington Business Journal’s 2025 “40 Under 40” list. The annual report highlights “rising stars” under the age of 40 in the Washington, D.C. area who have distinguished themselves in their companies, communities, and industries. The publication notes that these professionals represent the region’s “next generation of business leaders.”
Hay, who has been described by clients as an “excellent team leader,” was highlighted for her deep understanding of federal banking law and policy and for successfully navigating legislative and public policy issues. She advises on M&A transactions involving financial institutions that require federal or state prior approval, public disclosures for capital market transactions, U.S. and international capital and liquidity requirements, regulatory considerations with fintech and crypto-related services, ESG and diversity standards, and compliance with consumer financial protection laws and regulations, including data privacy and fair-lending laws. Notably, Hay played a key role advising First Citizens BancShares on its all-stock merger of equals with CIT Group, which created the 19th largest bank in the United States based on assets.
In addition to highlighting her work on federal banking law and policy, Washington Business Journal lauded Hay’s commitment to pro bono and her leadership in advancing Arnold & Porter’s diversity and inclusion initiatives. Hay serves on the firm’s diversity and inclusion and national hiring committees, as well as on its working group for tracking legislative and regulatory developments under the current administration, including developments in ESG, diversity and inclusion standards, and cryptocurrency oversight. Hay also serves as co-chair of Arnold & Porter’s BLAC affinity group, which champions the success of Black lawyers at the firm.
