On 13 June 2023, the Right Honourable Baroness Hallett started to hear evidence in the public hearings concerning Module 1 of the Covid-19 Inquiry. This module considers the preparedness for the pandemic; touching on the whole system of civil emergencies including resourcing, risk management and pandemic readiness. It will scrutinise government decision-making relating to planning and seek to identify lessons that can be learnt.

Emma Zeb and Emma Hynes are part of the Counsel team instructed by the Cabinet Office and Charlotte Wilk has also been involved as a junior member of the team. Emma Zeb will attend the public hearings this week in support of key witnesses giving evidence on behalf of the government.
