Malta: Human Rights

Malta has introduced a comprehensive statutory framework specifically designed to protect adults who cannot safeguard themselves from harm, abuse, neglect or exploitation due to disability or the effects of ageing. The Protection of Adults in Situations of Vulnerability Act establishes dedicated institutions, investigative powers and protective measures while seeking to balance appropriate protection with respect for individual dignity and autonomy.

Malta's proposed Bill No. 166 seeks to transform workplace protections by implementing the ILO's Violence and Harassment Convention, 2019. The legislation expands coverage beyond traditional employees to include jobseekers, volunteers, and interns, while redefining work environments to encompass digital spaces, commutes, and work-related social activities.
