On 19 September 2012, the Chamber of Deputies (the Lower House of the Czech Parliament) overrode by a slight majority (105 members out of 200) President Vaclav Klaus' veto to the amendment to the Energy Management Act (406/2000 Coll.). The amendment governs obligations connected to energy performance certificates of buildings. Overriding the veto represented the last step in the legislative process and the bill becomes a law with most of its parts effective as of 1 January 2013. The Chamber of Deputies was not persuaded by the President's arguments about the general defectiveness of the bill and the unnecessary expenditures the bill would cause to the private and public sectors.
