Following similar developments in the United States, Canada's federal Parliament has adopted new criminal offences making per se illegal agreements between employers to fix salaries, wages or terms or conditions of employment, or to refrain from soliciting or hiring another firm's employees. These amendment to the Competition Act, which will enter into force in 2023, carry severe criminal penalties, and may also trigger civil class actions for damages.
