April 2026 – Kinstellar has acted as a local legal adviser for Vision Invest on a landmark public-private partnership project for the development of an 800-bed multidisciplinary hospital in the Fergana region of Uzbekistan.

The project represents a major milestone for Uzbekistan's healthcare sector and is expected to become the largest healthcare facility in Central Asia delivered under a PPP model. The PPP agreement was signed among the Ministry of Health of Uzbekistan, Vision International Investment Company and KOC Construction Mekanik Elektrik in the presence of representatives of the Government of Uzbekistan and international development partners.

With an estimated value of approximately USD 300 million, the project involves the design, financing, construction, equipping and long-term maintenance of a new multidisciplinary hospital in the Fergana region. The hospital is expected to be completed within 36 months.

Once operational, the facility will consolidate five existing specialised healthcare institutions into a single modern medical complex and significantly expand access to advanced medical services in the Fergana Valley and across Uzbekistan. The new hospital will provide a wide range of tertiary and specialised care, including cardiac surgery, neurosurgery, organ transplantation, nephrology and orthopaedics. It will also include 160 intensive care and emergency care beds and will be equipped in line with international standards.

The project is being implemented pursuant to Uzbekistan's Presidential Decree No. PP-308 as of 30 August 2024 "On the development of public-private partnership in the Republic of Uzbekistan for 2024–2030" and is intended to serve as a flagship model for future healthcare PPP projects in the country. It is also expected to reduce the need for Uzbek patients to seek treatment abroad by making high quality medical services available locally.

The project has been developed with the strategic support of the International Finance Corporation and with financial backing from Germany's Federal Ministry for Economic Cooperation and Development (BMZ).

Kinstellar advised Vision Invest during the tender procedure and on finalisation of the project documentation for signing as well as on other Uzbek law matters. Our work covered the PPP agreement, government support agreement (GSA), EPC and facility management (FM) agreements, as well as corporate structuring and registration of the project company in Uzbekistan.
