Moore & Van Allen (MVA) is pleased to announce that Tara Hopkins has joined the firm as a Member and Head of its Government Contracts practice, expanding the firm's capabilities and strengthening its multidisciplinary approach to advising clients operating in highly regulated environments.

Tara advises companies that do business with the federal government across all stages of the procurement lifecycle, including government contracts–focused mergers and acquisitions and due diligence, bid protests before the U.S. Government Accountability Office and the U.S. Court of Federal Claims, FAR and DFARS compliance, investigations, and government contracts litigation. She is known for delivering practical, business‑focused guidance in matters involving compressed timelines, heightened regulatory scrutiny, and strategic risk considerations.

"Tara's addition reflects our continued investment in building practices that align regulatory insight with our clients' strategic business objectives," said Tom Mitchell, Chair and Managing Partner of Moore & Van Allen. "Her leadership in government contracts strengthens our ability to help clients manage risk, protect enterprise value, and pursue growth in complex regulatory environments."

As Head of the Government Contracts practice, Tara joins a coordinated platform that brings together the firm's existing strengths across corporate, litigation, labor and employment, and intellectual property, enabling clients to address government contracting issues as part of broader commercial, transactional, and operational strategies. She regularly advises corporate and private equity clients on mergers and acquisitions involving government contracts, including diligence, compliance risk assessment, novations, and post‑closing integration.

"Government contracts considerations often cut across transactions, disputes, and day‑to‑day operations," said Rob Rust co‑head of the firm's Corporate group. "Tara brings dedicated government contracts experience that enhances our existing offerings and will spearhead our efforts to support clients throughout the full lifecycle of federal contracting."

"I was drawn to Moore & Van Allen's collaborative culture and strong corporate foundation," said Hopkins. "It's a firm where government contracts advice naturally aligns with how clients operate and grow."

Tara is actively engaged in the American Bar Association's Section of Public Contract Law and regularly monitors developments affecting federal contractors. She earned her J.D. from The Ohio State University Moritz College of Law and her bachelor's degree, cum laude, from The Ohio State University. She is admitted to practice law in the District of Columbia, Virginia, and Ohio.
