Beveridge & Diamond (B&D) proudly welcomes Lynne Davies to the firm's Washington, DC office as Of Counsel. Bringing more than 15 years of distinguished experience in environmental enforcement, compliance, and policy at the U.S. Environmental Protection Agency (EPA), Lynne's arrival will enhance B&D's capabilities to advise clients on high-stakes Resource Conservation and Recovery Act (RCRA) hazardous waste, emerging contaminant, and coal-combustion residuals enforcement and compliance matters across industry sectors.
Most recently, Lynne served as Chief of the Waste Enforcement Branch in EPA's Office of Enforcement & Compliance Assurance. In this role, she led cross-disciplinary teams of attorneys, scientists, and inspectors in nationally significant investigations under RCRA and related laws. Her leadership yielded significant outcomes, including securing more than $500 million in financial assurance from phosphate fertilizer manufacturers and negotiating major consent decrees involving RCRA, the Clean Air Act, and other environmental statutes. Lynne also oversaw critical compliance efforts to reduce carcinogenic emissions and protect impacted communities.
Earlier in her EPA career, Lynne served as Assistant Regional Counsel in EPA Region 10, managing key RCRA, Clean Air Act, and TSCA matters across the Pacific Northwest. She successfully negotiated compliance orders addressing landfill air emissions and secured financial assurance agreements for PCB waste management at a nuclear facility. Lynne also worked as an Attorney-Advisor in the Office of Civil Enforcement, where she played a central role in high-profile litigation—including RCRA, False Claims Act, and Safe Drinking Water Act actions—and helped negotiate multi-region bankruptcy settlements that resolved billions in environmental liabilities.
Beyond enforcement, Lynne contributed to pivotal policy and legislative initiatives, advising on TSCA reform, e-waste regulation, climate change policy, and the Basel Convention.
