On March 29, 2023, the Philippine Department of Trade and Industry (DTI) issued a notice of receipt of a request to investigate the application of safeguard measures against steel gas cylinders imported into this country.

The products under investigation are imported steel cylinders (LPG Steel Cylinders) with code AHTN 73.11. The plaintiff is Ferrotech Steel Company (Ferrotech Steel Corporation). Investigation period (POI) is from 2017-2021.

Pursuant to clause 6 RA 8800, DTI investigated and determined there were sufficient grounds to initiate a preliminary safeguard investigation at the request of the applicant on the import of steel gas cylinders from many different countries.

Accordingly, DTI issues a notice so that the parties can proceed to submit comments related to the investigation, including opinions on whether the imposition of a preliminary safeguard duty is in the public interest and in the interest of the Philippines' domestic exporters of investigational goods.

Submission of comments can be sent directly to the BIS agency, the Philippine Department of Industry and Trade in Makati city or through the online system to the official email of DTI within 5 days from the date this notice is issued.

The report on the initiation of the investigation into the imposition of a safeguard duty on the investigated product (public version) has been publicly posted on the DTI homepage.

The official DTI announcement can be downloaded here.
