Special provision is made to protect copyright works manifested in an INTERNET environment, with civil remedies available against persons who make available copies of works by wire or wireless means in such a way that members of the public in Hong Kong or elsewhere may access the work from a place and at a time individually chosen by them. At the same time, transmission rights are denied internet service providers and other telecom operators who merely provide carriage (except where the service they provide is in the category of Video-On-Demand).
