New Online Safety And Gaming Platform Rules
Recent amendments have been introduced to Law No. 5651 on the Regulation of Broadcasts via the Internet and Combating Crimes Committed Through Such Broadcasts (Law No. 5651) through the Law on Amendments to the Social Services Law and Certain Laws, which was published on 1 May 2026. For the first time under Turkish legislation, the concepts of game platform, game distributor, and game developer have been expressly defined. In addition, new online safety obligations have been imposed on social network providers.

New Regulatory Framework For Social Media And Digital Games In Turkey
The Act on Amendments to the Social Services Act and Certain Other Acts (Law No. 7578) (the "Act") was published in the Official Gazette on 1 May 2026, establishing a framework addressing both social media platforms and digital games in Turkey. On the social media front, the Act prohibits social network providers from offering services to children under the age of fifteen and mandates the implementation of age verification measures to enforce this prohibition.

New Regulations In The Social Network And Gaming Sector
“Law Proposal on Amendments to the Social Services Law and Certain Other Laws” (the “Law”)¹ entered into force on 1 May 2026. The Law introduces significant amendments to Law No. 5651 on the Internet and Fighting Against Crimes Committed through Internet Broadcasting Law (“Law No. 5651”)², regarding protection of children in digital environments, the introduction of new rules for the gaming sector, and obligations imposed on large scale social network providers.
