The President of Ukraine has issued a decree outlining privatisation plans for 1996. The plans involve urgent measures to sell off loss-making and smaller state firms, state properties leased out to work collectives and enterprises with overall accumulated fixed asset depreciation in excess of 70%. The distribution of privatisation certificates to the population will be completed by 1 July 1996 with certificate privatisation to end 31 December 1996. It is expected that in 1997 privatisation will move to a stage where state assets will be sold for cash. (Decree of the President of Ukraine No 194 of 19 March 1996).
