The IRS will resume issuing certain pieces of "subregulatory" guidance, IRS Commissioner John Koskinen said March 21. The commissioner's announcement comes at a time when the Trump administration has sought to clamp down on the regulatory process. In January, White House Chief of Staff Reince Priebus issued a memorandum instructing agencies not to issue any further regulations until a newly appointed agency head has reviewed and approved them.
Subsequently, the administration issued an executive order requiring agencies to identify at least two regulations for elimination for each new regulation issued. It is unclear what impact this executive order has on the promulgation of new Treasury regulations, which tend to interpret statutes.
